5.) Project Name:  Mobile Single Family Housing Initiative

6.) Project Name: MCPSS Playground and Safety Modernization Initiative

7.) Project Name: Monroe County Hospital HVAC Modernization Project

This investment is critical to patient safety and clinical quality, as modern HVAC systems play a vital role in infection control, air quality, and maintaining stable conditions for patient recovery. Replacing the outdated system also represents a strategic and responsible use of taxpayer funds, reducing long-term operational costs and energy consumption, HVAC systems account for up to 50 percent of hospital energy use, and taking advantage of federal incentives under the Inflation Reduction Act, which can offset up to 30 percent of project costs. The new high-efficiency system will significantly lower maintenance needs, improve reliability, and deliver measurable savings that strengthen the hospital’s financial and operational sustainability.

8.) Project Name: Crenshaw Dialysis Center Project and Physical Therapy Renovation

The project provides for necessary capital expenditures for ongoing operations of the county's only Hospital and Nursing Home.  The most significant portion of the project's expenditures is for a power generator to allow continued care for patients and nursing home residents during outages - common for our area due to weather events.  Continuous power and necessary equipment upgrades and improvements allow us to meet the standard of care for our patients, residents, and their families. Washington County Hospital and Nursing Home is a central and integral part of the Chatom and Washington County community. Maintenance and enhancement of the healthcare campus is critical to insuring long term access to quality health care throughout the county.

15.) Project Name: Phenix City WWTP Secondary Clarifiers Improvements

  • Explanation of the Request:  The City of Phenix City (PC) wastewater treatment plant (WWTP) receives and treats wastewater from PC, Smiths Station (Lee County) and Russell County.  This waste water contains bio-solids which, through the treatment processes, are sent to a secondary clarifiers for the final removal of said bio-solids from the treated water to get the water ready to discharge back to the river.  In connection with PC’s continuing efforts to improve its treatment of wastewater and accommodate the continued growth of the area, PC is seeking funding sources for rebuilding the drive mechanisms and rake assemblies, replacing the weir and baffles and installing valves to help ensure that the final clarifiers continue to work properly and as efficiently as possible. This Wastewater Treatment Plant Secondary Clarifiers Improvements Project will be a public benefit by: Improving the treatment of wastewater from approximately 40,000 (and growing) PC residents and businesses, as well as residents of Smiths Station (Lee County) and Russell County; Helping WWTP employees remove bio- solids from the wastewater to ensure that the WWTP processes continue to work properly and as efficiently as possible; Helping PC continue to protect and be a good steward of Alabama’s natural resources, including the Chattahoochee River which is used and enjoyed by cities and residents of Alabama, Georgia, and Florida; and Helping PC prepare to connect additional residents with failing septic systems to PCs sanitary sewer system.

17.) Project Name:  BFM Airport Tarmac Improvements in Mobile

18.) Project Name: Evergreen Airport Multi-Use Terminal Facility

The existing terminal facility serves as the command center for training missions at GZH daily with crash and rescue personnel, planning personnel and radio control personnel.  Additionally, this terminal serves as a public facility and will be used as an open training facility for local law enforcement, emergency personnel and other public use as needed.

20.) Project Name: AltaPointe Behavioral Health Crisis Center Expansion Project

  • Recipient: AltaPointe Health System, Inc.

  • Explanation of the Request: The funding would go towards an expansion of AltaPointe’s Behavioral Health Crisis Center will increase withdrawal management capacity, add voluntary stabilization beds, and establish a six-bed acute emergency involuntary unit, strengthening the region’s behavioral health safety net following the loss of local hospital psychiatric beds. This project will reduce emergency department boarding, lower avoidable inpatient admissions, and decrease law enforcement wait times by providing timely, appropriate stabilization at the community level. It will also reduce uncompensated care and public costs associated with repeated hospital visits, incarceration, and emergency transport. At the state level, the expansion supports key priorities including 988 implementation, jail diversion, and improved system throughput, while preserving limited inpatient capacity at existing facilities. Overall, this investment will enhance public safety, improve care for high-acuity individuals, and deliver a more efficient, coordinated, and cost-effective crisis response system.
